The de minimis regime in Mexico allowed low-value goods (under USD 50) to be imported without paying taxes or complying with regulations. This scheme was widely exploited by foreign e-commerce platforms, creating unfair competition against formal importers that do pay duties and VAT and do comply with standards such as the NOMs. Splitting orders to stay below the tax threshold became common practice, undermining tax collection as well as health and trade oversight.
In response, the Mexican government enacted tax and customs reforms that eliminated the blanket exemption. As of 2025, virtually every shipment must pay taxes and comply with the full set of regulations. Controls were tightened, traceability was made mandatory for shipments, and logistics intermediaries were also made accountable.
