Port congestion in China: contingency buffers for shipments

In response to port congestion in China, we recommend adding up to 12 days of contingency to shipments from Shanghai or Ningbo and at least five days from Yantian. This buffer should be applied before committing to a delivery date in Mexico and adjusted using current information from the terminal, carrier and factory.

The buffer does not mean that every vessel will experience the maximum delay. It is a scheduling reserve designed to absorb berthing waits, schedule changes, rollovers—when cargo is moved to a later sailing—and port call omissions. For Mexican importers, the key decision is not to predict the exact date, but to prevent a port disruption from throwing inspection, documentation, inventory and customs clearance preparations off course.

What is happening in Shanghai, Ningbo and Yantian?

As of 8 September 2026, Shanghai, Ningbo and Yantian continued to experience significant congestion, with no meaningful reduction in waiting times or vessel backlogs. Terminals and carriers were still clearing the backlog caused by typhoon-related disruptions, accumulated volumes and schedule changes (Future Forwarding).

Shanghai and Ningbo were reporting berthing delays of approximately 7 to 10 days, depending on the terminal, vessel and service. Another industry assessment reported waits of up to 12 days to secure a berth at both ports (The Loadstar).

Yantian was under less pressure, but its operations were not entirely predictable. Available sources placed waiting times at 2.5 to 5 days, depending on operating conditions and the source consulted (Future Forwarding).

The difference between ports means that a single buffer can no longer be applied to every shipment. From our operational perspective, schedules should be built around the terminal, service, carrier, cargo type and commercial commitment in Mexico.

How much buffer should you add to your schedule?

We recommend working with three contingency levels. These are not transit times or guaranteed sailing windows: they are planning reserves that should be reviewed before confirming dates with procurement teams, distribution centres or Mexican retail chains.

  • Shanghai: 10 to 12 days. Use the upper end if the delivery supports a promotion, opening, production run or inventory with limited coverage.
  • Ningbo: 10 to 12 days. Maintain a reserve equivalent to Shanghai while variability between terminals and services persists.
  • Yantian: 5 to 7 days. Although observed waiting times are shorter, it is advisable to allow for changes caused by previous port calls and carrier schedule adjustments.

Kuehne+Nagel’s update for the period from 2 to 8 September recorded seven-day moving averages of 4.72 days in Shanghai, 3.58 in Ningbo and 2.45 in Yantian. The same report noted waiting times exceeding nine days at specific Shanghai terminals and four to five days in Yantian for longer vessels (Kuehne+Nagel). This explains why a port-wide average is not enough to set the committed date for a specific shipment.

The buffer should be placed before the promised ETD, not merely added at the end of the transit time. If the vessel is delayed and the inspection is scheduled without sufficient flexibility, the factory may end up storing finished goods, reallocating personnel or attempting to load while documentation is still being corrected.

How does congestion affect an importer’s decisions?

Waiting times at the port spread into other first-mile activities. They can affect the loading window, container availability, transport from the factory and the validity of documentary instructions. They may also cause arrivals to bunch up at destination: The Loadstar warned that consignees in North America and Europe could face clustered arrivals during October due to the accumulation of export cargo in China.

To contain this knock-on effect, we recommend separating three dates that are often treated as one:

  1. Cargo-ready date: when the factory completes production, packing, marking and documentation.
  2. Inspection and loading date: the window in which our inspectors perform the Previo en Origen or Container Loading Inspection.
  3. Ocean departure date: the ETD, subject to confirmation by the terminal and carrier.

This separation avoids rushing an incomplete inspection merely to preserve an ETD that has already changed. It also makes it possible to decide whether to keep or reschedule the visit, or split the lot before incurring additional costs.

What should you confirm before releasing the cargo?

At Telescope Inspection, we recommend turning port monitoring into a pre-shipment control. Congestion information helps determine when to inspect; the physical inspection confirms which cargo is actually ready to travel.

1. Validate the window with the factory and carrier

Request an update on the ETD, assigned terminal, documentation deadline and terminal gate-in cut-off. Then confirm whether the container and inland transport will be available within the new window. A booking without these validations is not the same as a confirmed departure.

2. Protect the inspection from last-minute changes

Schedule the Previo en Origen with enough time to correct quantities, packing, shipping marks, SKUs, UPCs or labelling before the cargo enters the port system. Our container loading inspection checklist helps organise these checkpoints.

Congestion does not justify reducing the scope of the inspection. Cargo that sails late and also has documentary discrepancies combines two distinct risks: logistical uncertainty at origin and compliance difficulties upon arrival at Mexican Customs.

3. Complete the documentary file during the wait

Use the buffer to reconcile the purchase order, invoice, packing list, inspected quantities and carton markings. Shipment document verification allows the wait to be treated as preparation time rather than as a passive period.

4. Update the commercial date using scenarios

Communicate a baseline date and a protected date. The first reflects the current schedule; the second includes the contingency applicable to the port. If the arrival is tied to retail-floor availability or production, also define the point at which an alternative will be activated.

How does Previo en Origen help when the schedule is uncertain?

The Previo en Origen does not eliminate congestion or control when a vessel berths. Its purpose is to prevent port uncertainty from becoming cargo uncertainty. Our inspectors physically verify the goods at the factory and produce photographic evidence and digitised inspection reports, enabling the importer and its customs broker to work with shipment information before the cargo arrives in Mexico.

When schedules change frequently, this evidence helps answer operational questions: what quantity was loaded, how the cargo was packed, which marks appeared on each carton and which documents need to be amended. Contingency planning must therefore combine time and control. Adding days without inspecting the cargo merely postpones the uncertainty; inspecting without considering port conditions can lead to avoidable rescheduling. Effective coordination brings together terminal monitoring, carrier confirmation, factory availability, physical inspection and documentary preparation.
